Diplomatic relations between the Republic of Tajikistan and the Federal Republic of Germany were established in 1992.
The German Embassy was one of the first foreign representative offices in the Republic of Tajikistan and started its activities on June 10, 1993.
Ambassador Extraordinary and Plenipotentiary of the Federal Republic of Germany in the Republic of Tajikistan is Neithart Hoefer-Wissing.
Embassy of the Republic of Tajikistan in Bonn was opened on 6 September 1994 and moved to Berlin in the 1999.
Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan in the Federal Republic of Germany is Maliksho Nematov.
Political cooperation (exchange visits). Mutual high-level visits laid the foundation for multilateral cooperation of Tajikistan and Germany.
In March 2003, the visit of the President of the Republic of Tajikistan Emomali Rahmon to the Federal Republic of Germany contributed to the development of bilateral political and economic relations.
On November 3, 2006 the official visit of German Foreign Minister Frank-Walter Steinmeier to the Republic of Tajikistan took place. During his visit the Minister has met with the President of the Republic of Tajikistan Emomali Rahmon and Foreign Minister Talbak Nazarov, as well as visited the city of Nurek.
In April 2008, the Minister of Foreign Affairs of Germany G. Erler arrived to the Republic of Tajikistan. He was accompanied by a delegation of German businessmen.
On 12-15 December, 2011 the official visit of President Emomali Rahmon to the Federal Republic of Germany took place. During his visit, the President met with a number of senior officials of the Federal Republic of Germany, including German Chancellor Angela Merkel and German President Mr. Christian Wulf. The President also took part in the business forum of Tajikistan and Germany and visited a number of well-known companies in Germany, as the "Bosch" and "Siemens". It should be noted that during the visit a number of agreements were signed in the field of geology, energy, finance and health care.
On August 24-26, 2012 a delegation headed by the German Federal Minister for Economic Cooperation and Development Dirk Niebel visited Dushanbe. During the visit, Dirk Niebel was accompanied by the deputies of Bundestag, representatives of the Ministry of Foreign Affairs, journalists and representatives of German business circles. The visit was carried out at the invitation of the President of the Republic of Tajikistan during his visit to Germany.
On September 30, 2013 the working visit of Minister of Foreign Affairs of the Republic of Tajikistan Zarifi to Hamburg took place. During the visit, the Minister of Foreign Affairs met with The First Mayor of Hamburg Olaf Sholz.
During the meeting the sides discussed prospects of cooperation between Tajikistan and Germany, including the strengthening of inter-regional cooperation with Hamburg and other German federal states.
Also within the framework of the visit the Minister of Foreign Affairs took part in the opening ceremony of the Honorary Consulate of Tajikistan in Hamburg. It should be noted that the opening of the Honorary Consulate was one of the outputs of the implementation of the results of the official visit of the President of the Republic of Tajikistan to Germany in 2011 and the agreement of the parties on the further development and strengthening of bilateral relations in all mutually beneficial spheres, including the establishment of ties between the regions of the two countries. Honorary Consulate of Tajikistan will have a significant impact on the improvement of economic and trade, scientific, cultural and humanitarian cooperation with the federal lands of Northern Germany. Kurush Purkiyon was appointed as a Honorary Consul of Tajikistan in Hamburg and Schleswig-Holstein.
On September 7-8, 2015 in Berlin in the framework of the "Berlin Process" was held Conference called "Water and good neighborly relations in Central Asia" with the participation of senior representatives of the Central Asian countries and the Federal Republic of Germany.
This conference was also attended by representatives of the European Union, the United Nations Economic Commission for Europe, the Organization for Security and Cooperation in Europe, the United Nations Regional Centre for Preventive Diplomacy for Central Asia, the United States, the World Bank, the Swiss Confederation and Israel.
The Delegation of the Republic of Tajikistan led by the Deputy Prime Minister Azim Ibrohim participated in this Conference.
During the Berlin conference reviewed the draft Joint Statement of the High-Level Conference entitled "Water and good neighborly relations in Central Asia", which was previously sent for approval.
On May 24, 2016 in Dushanbe the Tajik-German political consultations chaired by the Deputy Minister of Foreign Affairs of the Republic of Tajikistan Muzaffar Huseinzoda and the Commissioner of the Federal Foreign Ministry of the Federal Republic of Germany for Eastern Europe, Caucasus and Central Asia Andreas Peschke took place.
The two sides exchanged views on the current state and prospects for development of bilateral relations in political, trade-economic, cultural and education spheres, cooperation between the two countries in the framework of the European Union programs for Central Asia, priorities of Germany`s Chairmanship in Organization for Security and Cooperation in Europe (OSCE), as well as the other issues of mutual interest.
The Tajik-German political consultations took place on October 17, 2017 in Berlin which had been chaired by the Deputy Minister of Foreign Affairs of the Republic of Tajikistan Muzaffar Huseinzoda and the Commissioner of the Federal Foreign Ministry of the Federal Republic of Germany for Eastern Europe, Caucasus and Central Asia Andreas Peschke.
During the consultations bilateral cooperation in the political, trade-economic and investment spheres were discussed, covering the security, energy, industry, transport, culture, science and education, as well as inter-parliamentary ties. At the same time, a constructive exchange of views took place on regional and international issues.
Economic cooperation. According to the State Statistics Agency, within nine months of 2017 the amount of bilateral trade has made 67727,0 thousand US dollars (exports 198,6 and imports 67528,4 thousand US dollars). (Within of period 2017 the amount of trade has made 59387,0 thousand US dollars: exports - 1049,4 and imports 58337,6 thousand US dollars).
The main areas of cooperation between two countries is the production of constructing materials, the introduction of German technology, production and sale of decorative building stones, production and sale of agricultural products, the introduction of modern techniques and technologies.
On June 1, 2010 under the Agreement on Technical Cooperation between the Government of the Republic of Tajikistan and the Federal Government of Germany a branch "Access Bank Tajikistan"was opened in Tajikistan.
On 4-5 October 2011 in Dushanbe the Intergovernmental meeting on the development of bilateral cooperation for economic development between the Republic of Tajikistan and the Federal Republic of Germany was held. On the result of the meeting the parties signed a protocol of the meeting.
On 7-8 December, 2013 in Bonn, Germany the next round of intergovernmental negotiations between Tajikistan and Germany was held. On the results of the meeting the Intergovernmental protocol on the allocation of financial and technical assistance to Tajikistan in the amount of 44.2 million. Euro was signed.
On October 7th, 2014 an Agreement on the resumption of the investment of the project to recover Murghab HPP in the form of an exchange of notes was concluded between the Minister of Foreign Affairs S.Aslov and the Ambassador of Germany to Tajikistan G.Green.
It should be noted that the total amount of the financial assistance allocated for the restoration of the Murghab HPP reached 5 million EUR.
The Intergovernmental negotiations between Tajikistan and Germany on financial and technical cooperation took place on 28-29 October 2015 in Bonn. Tajik delegation was headed by the Deputy Minister of Economy and Trade Saidrahmon Nazriev.
On May 18, 2015 in Dushanbe a business forum of entrepreneurs of Tajikistan and Germany took place. The German delegation consisted of representatives of 25 companies and was led by the Head of the German Eastern Economic Committee Professor Reiner Linder, who has made a significant contribution to the development of bilateral economic cooperation between Tajikistan and Germany.
Inter-parliamentary relations. It should be noted that currently the parliamentary relations between the two states are developing intensively.
From January 31 to February 3, 2005 a member of the German Bundestag M. Wetzel visited Dushanbe. During his visit he met with a number of heads of committees of Majlisi Oli. As a result of these meetings, the parties came to the conclusion that a parliamentary friendship group of Tajikistan and Germany should be established.
On February 6, 2005 at the invitation of the Friedrich Ebert Foundation, the Head of the parliamentary group of Germany-Central Asia, a member of the German Bundestag, Mrs. Hadi Wegener visited Dushanbe.
Also, on July 9-11, 2009 the German Governmental delegation headed by the State Secretary of the Ministry of Economic Cooperation and Development, Head of Group Germany - Central Asia Ms. Hadi Wegener and other members of the German Parliament arrived in Tajikistan. During the visit, the delegation held meetings with the Minister of Economy and Trade of Tajikistan and representatives of Parliament.
From 13 to 17 June, 2013 the delegation of the Parliamentary Group of the assistance and cooperation with the countries of Central Asia of the German Bundestag has made an official visit to the Republic of Tajikistan. During the visit, representatives of the German Parliament met with the President of Tajikistan, Emomali Rakhmon, Head of the Majlisi Oli Sh. Zuhurov, Minister of Foreign Affairs, Deputy Minister of Economic Development and Trade, and other officials of the country.
Also, the parliamentary group in order to get acquainted with the projects financed by the German side, made a trip to the cities and regions of the country.
In order to promote bilateral relations between the Parliaments of two countries a group of friendship was established in the Parliament of the Republic of Tajikistan.
From 8 to 11 April 2017 members of the German-Central Asian friendship group of the German Bundestag headed by Manfred Grund visited Tajikistan. During the visit, a number of meetings between the delegation and the Chairman of the Majlisi Namoyandagon Majlisi Oli, Sh. Zuhurov and Minister of Foreign Affairs S. Aslov were held.
From 11 to 13 June 2017, the deputy of the German Bundestag of the Christian Democratic Union (CDU) Juergen Klimke visited Tajikistan. During the visit, J. Klimke met with the deputies of the Majlisi Namoyandagon Majlisi Oli of the Republic of Tajikistan and the First Deputy Minister of Economic Development and Trade of the country.
Military cooperation. On 7-8 October 2014 a meeting of representatives of the Ministry of Defence of the Republic of Tajikistan with the Ministry of Defence of Germany (Bundeswehr) took place in Berlin. During the talks, the sides discussed issues of cooperation in the establishment of training courses for professionals and students of the Defense Ministry of Tajikistan, mutual visits of delegations of those ministries to Dushanbe and Berlin, technical and humanitarian assistance of Bundeswehr to enhance the capacity of the Ministry of Defense of Tajikistan, etc. In the conclusion of the negotiations the parties worked out a draft Plan of Cooperation between the Ministry of Defense of Tajikistan and the Bundeswehr for the year 2015.
In 2015, the German Bundeswehr in the framework of military cooperation between the Republic of Tajikistan and the Federal Republic of Germany for 2016 has allocated 6 places for training courses for soldiers and officers of Tajikistan.
Since April 2015 the German Government after the accomplishing the mission of "International Security Assistance Force in Afghanistan," has started to actively participate at the active part of the international operation "Resolute support" in the North of Afghanistan, as a country, which carries out pilot programs.
In this regard, the Government of Tajikistan and Germany have expressed that they will continue to develop military cooperation and, Dushanbe International Airport will be provided for German military in certain cases, as a temporary stopping point for the air transport.
On May 10, 2017, in Dushanbe the regular bilateral talks on bilateral military cooperation was held between the Ministry of Defense of the Republic of Tajikistan and the Ministry of the Armed Forces of Germany (Bundeswehr).
The cooperation in the sphere of culture, education and science. Cooperation between two countries in the sphere of culture and education is developing dynamically.
In 2005 the Government of Germany has provided grant assistance of $ 5 million euro for support of compulsory secondary education of the Republic of Tajikistan.
Also, the German Academic Exchange Service is actively involved in this direction. Every year under the program more than a dozen students and graduate students of educational institutions of the Republic of Tajikistan improve their skills in Germany.
On April 11, 2015 the "Memorandum of Cooperation between the Tajik National University and the Phillips University of Marburg of Germany" was signed.
The legal base. The ensuring factor of the bilateral relations is the legal base established between the countries. Of all countries of the European Union, Germany is the only country with which Tajikistan has concluded the largest number of bilateral agreements.
Up to date, between Tajikistan and Germany 40 bilateral agreements were signed. Of those, 30 are intergovernmental agreements, 9 - inter-departmental and 1 - a joint statement. These agreements cover a wide range of bilateral cooperation.
