Tajikistan and Luxembourg

Diplomatic relations between the Republic of Tajikistan and the Grand Duchy of Luxembourg were established on May 22, 1992.

The Embassy of the Republic of Tajikistan in the Grand Duchy of Luxembourg is located with a residence in Brussels, Belgium. 
The Diplomatic Mission of Luxembourg in Tajikistan is located in Moscow, Russia.

Although Luxembourg is a small state in Europe, cooperation with this country is vital for Tajikistan.

“The European part of the international community is defined as a priority direction of our foreign policy, and Luxembourg occupies a special position in this framework,” emphasized President of the Republic of Tajikistan Emomali Rahmon during his official visit to the Grand Duchy of Luxembourg in 2011.

The official visits of the President of Tajikistan Emomali Rahmon to this country testify to the attention of the Government of Tajikistan to the bilateral relations between the two countries.

Since the establishment of diplomatic relations, President Emomali Rahmon visited Luxembourg twice in 2004 and 2011. During the trips, valuable and constructive meetings were held with Grand Duke Henri and several officials, as well as Luxembourg business circles, the parties discussed a wide range of topics related to the state and prospects of bilateral cooperation between Tajikistan and Luxembourg, as well as regional cooperation, security, energy and water issues.

The exchange of visits of other officials, including the official visit of the Minister of Foreign Affairs of Luxembourg, Jean Asselborn, to Dushanbe, as well as close cooperation within the framework of international organizations, gave new impetus to the further expansion of bilateral relations between Tajikistan and Luxembourg.

Economic cooperation

Cooperation between the Republic of Tajikistan and Luxembourg in the field of economy and trade is at an early stage and is mainly carried out through the European Investment Bank, based in Luxembourg.

Cultural and humanitarian cooperation

In 2010, on the joint initiative of Tajikistan and the Office of the Prime Minister and the Ministry of Foreign Affairs of Luxembourg, the Tajik-Luxembourg Friendship Society was established in the city of Luxembourg, which was included in the list of public organizations of the Grand Duchy of Luxembourg.

The Government of the Grand Duchy of Luxembourg provided humanitarian assistance to improve the health and treatment of the disabled.

Legal framework

The legal basis for cooperation between the two states is the following documents:

  • Partnership and Cooperation Agreement establishing a partnership between the European Communities and their Member States, and the Republic of Tajikistan  (Luxembourg, 2004);
  • Agreement between the Government of the Republic of Tajikistan and the Government of the Grand Duchy of Luxembourg for the avoidance of double taxation and the prevention of fiscal evasion with respect to taxes on income and on capital (Luxembourg, 2011);
  • Agreement between the Government of the Republic of Tajikistan and the Government of the Grand Duchy of Luxembourg on air services (Luxembourg, 2011);
  • Memorandum of Understanding between the Government of the Republic of Tajikistan and the Government of the Grand Duchy of Luxembourg on Air Services (Luxembourg, 2011);
  • Memorandum of Understanding between the Chamber of Commerce and Industry of the Republic of Tajikistan and the Chamber of Commerce of Luxembourg on cooperation (Luxembourg, 2011).
