The First International Textile Forum and Exhibition of Textile Machinery in Tajikistan

Tajikistan, as a developing country with rich natural resources, has chosen the path of economic development through industrialization. In 2019, the Government of Tajikistan announced a national strategic goal — accelerated industrialization, which means a shift from an agrarian development model to an industrial one. Since then, the entire economy of the country has been focused on the development of export-oriented industry, which has led to significant economic growth in recent years.

Like other developed countries at the beginning of their industrialization, Tajikistan has chosen the path of accelerated industrialization through the development of the textile and garment industry.

The availability of raw materials — cotton fiber, green energy, and affordable labor — makes this sector a priority in the development of industry and the economy as a whole. It is important to note that 70% of the country’s population is youth, which serves as a key driver for economic development. Additionally, 98% of the electricity generated in Tajikistan comes from hydropower, making it affordable and supportive of a green transition.

To achieve these goals, also National Strategy for the Development of Cotton Production, Processing, and the Textile Industry in the Republic of Tajikistan for 2024–2040 was developed, with the main objective of restructuring the sector and increasing its competitiveness.

An important aspect of this strategy is the complete processing of cotton fiber within the country and the production of finished goods made from organic cotton.

Tajikistan produces 100–130 thousand tons of cotton fiber every year, but a large part of it is still exported. To change this and start processing cotton within the country, the Strategy includes plans to build 10 large textile clusters. These clusters will cover the whole process — from raw cotton to finished products. This will help Tajikistan move from exporting raw materials to exporting finished textile goods, leading to sustainable economic growth and stronger export opportunities.

The government actively supports the textile sector. As part of the strategy, starting from April 1, 2025, all textile enterprises will receive a reduced electricity rate — a 50% discount — which has already helped decrease the production cost of goods by 15%.

In addition, an investment agreement mechanism has been developed between the government and investors, offering tax and customs benefits for a period of 3, 5, or 10 years — depending on the size of the investment. These agreements must be ratified by the parliament, which gives the projects a high level of legal assurance. This mechanism is unique, and there are hardly any similar models of investor support in other countries of the region.

To support the development of the textile sector, attract foreign investment and transnational companies, the Ministry of Industry and New Technologies of the Republic of Tajikistan, together with the International Textile Manufacturers Federation (ITMF), is organizing the First International Textile Forum and Exhibition of Textile Equipment, which will be held in Dushanbe from July 8 to 10, 2025.

The forum will serve as an important platform for bilateral meetings, discussions on key issues facing the global textile industry, and for establishing strong business connections between international entrepreneurs and local manufacturers.

We therefore invite all textile machinery manufacturers and representatives of the textile and garment industry to take part in Tajikistan’s ambitious projects.

Participation is expected from:

• Official delegations from over 50 countries at the ministerial level,

• Representatives of international organizations and the diplomatic corps,

• Industry-specific associations,

• As well as leading global textile brands.

As part of the forum, B2B and G2B meetings will be organized, creating unique opportunities for establishing partnerships, sharing experience, and showcasing Tajikistan’s investment potential.

The textile equipment exhibition will be an important part of the forum. For manufacturers, it is an excellent opportunity to showcase their technologies, products, and solutions to a wide audience of professionals. Each participant will be provided with an individual exhibition space in Dushanbe to present their products and engage with potential clients and partners.

Moreover, participation in the exhibition provides direct access to ambitious government projects for the establishment of 10 textile clusters in various regions of Tajikistan.
