Brief Information about the Open Skies Policy of the Republic of Tajikistan

In accordance with the Decree of the Government of the Republic of Tajikistan No. 347 dated from June 12, 2025 the “Open Skies” policy has been introduced at Dushanbe International Airport, Khujand International Airport, Kulob International Airport and Bokhtar International Airport.

According to the aforementioned Decree, the application of the parity principle has been terminated, in a connection any legal provisions restricting market access, or providing for “fair” or “equal opportunities”, balance capacity, coordination of flights between designated airlines, protection of commercial interests or market position of operating airlines have been terminated as well.

With aim to expand cooperation and increase flights in accordance with the established procedure the Civil Aviation Agency under the Government of the Republic of Tajikistan is obliged:

a)to ensure access to the market regarding third and fourth freedom traffic rights to all concerned parties through  immediate unilateral action and through suggesting appropriate amendments to the existing Agreements/MoU, and in the future, while  concluding such agreements on air service agreement, to be guided by the following terms:

-lifting all restriction on the number of frequencies and/or number of seats;

-lifting all restriction on capacity aircraft;

-lifting all restriction on numbers of destination on a route;

-lifting all restriction on tariff;

-lifting all restriction on number of designated airlines.

b) to take the necessary measures to implement the “Open Skies” policy;

c) to approve the flight schedules of designated airlines in a timely manner.

The Civil Aviation Authority and Airlines are invited to consider the possibility to launch flight operations between countries or to increase the frequencies of the exciting flights  between the countries.
