On December 9, 2025, in Dushanbe, within the framework of the chairmanship of the Republic of Tajikistan, was held the 39th meeting of the Advisory Committee of the Heads of Legal Services of the Ministries of Foreign Affairs of the CIS Member States.
The meeting of the Advisory Committee was attended by the heads and experts of the legal services of the foreign ministries of Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, as well as representatives of the legal department of the CIS Executive Committee.
The participants of the meeting discussed and exchanged views on current issues in the field of international legal cooperation and law enforcement practice within the CIS.
Given that the meeting took place on the eve of Human Rights Day, celebrated annually by the international community on December 10, participants were informed of the resolution entitled "The Cyrus Cylinder: An Early Charter on Human Rights and Cultural Diversity," adopted at the initiative of the Republic of Tajikistan on November 6, 2025, during the 43rd session of the UNESCO General Conference. The historical and spiritual significance of the Cyrus Cylinder was noted as one of the first humanist documents proclaiming the values of freedom of conscience, respect for cultural diversity, and peaceful coexistence. It embodies the enduring attempt to create governance rooted in spiritual and ethical values accumulated over millennia.
