Introduction

The state independence of the Republic of Tajikistan, the 32nd anniversary of which is celebrated this year in the republic, is considered a unique event in the history of the country, during the period of independence, at the initiative of the founder of peace and national unity - the Leader of the Nation, the President of the Republic of Tajikistan, respected Emomali Rahmon, radical reforms were carried out in the direction of optimizing the investment climate and the development of the private and entrepreneurial sectors, which give significant results.

As a result of the implementation of an effective policy to ensure stable economic development and strengthen cooperation with international partners, the volume of foreign investments in the national economy aimed at achieving strategic goals increased from year to year, large industrial enterprises were created and operated.

On the initiative of the President of the Republic of Tajikistan, the Leader of the Nation, respected Emomali Rahmon, on October 14, it was declared “Entrepreneurs' Day”, and holding a meeting of the President of the country with entrepreneurs and investors has become a tradition.

The tourism sector is one of the main sectors providing economic development.In the last decade, the tourism sector in the world has been steadily developing, despite economic and financial crises, political upheavals and social changes. In Tajikistan, in order to develop tourism and widely attract tourists to the tourist and historical regions of the country, the Government of the country has done a lot of work, and as a result of the measures taken, the number of foreign tourists to the country is gradually increasing. Tajikistan has great opportunities in the field of tourism, it is important and necessary to continue the reform of this sphere.

Therefore, as part of the celebration of the 35 th anniversary of the state independence of the Republic of Tajikistan, the declaration of 2022-2026 as of years of industrial development, and the celebration of the Day of Entrepreneurs, it is planned to create and hold an International Investment Forum “Pamirinvest 2023”. This forum will provide ample opportunities for the next dialogue between domestic entrepreneurs and investors and the Government of the Republic of Tajikistan related to the development of entrepreneurship, including innovative entrepreneurship in the country, including the Badakhshan Mountainous Autonomous Region, strengthening of economic reforms and attraction of domestic and foreign capital.

Objectives and topics of the forum:

• development of industrial and energy sectors in the Badakhshan Mountainous Autonomous Region with attention to the declaration of the years 2022-2026 as "Years of Industrial Development"

• analysis of business capacities in Badakhshan Mountainous Autonomous Region;
• search for opportunities for the development of the economic sphere of the region;
• search for ways and methods of growth of travel companies;
• questions about new methods of attracting domestic and foreign investments in strengthening the region's potential;
• increasing the investment attractiveness in the region;
• training and strengthening of the implementation of international standards in the development of tourism sphere;
• search for ways to modernize access to financial instruments;
• proposing ways to strengthen cooperation between domestic entrepreneurs;

• considering and finding modern and effective ways to connect domestic entrepreneurs in order to establish effective bilateral cooperation and exchange of experience;

Measures before the opening and holding of the forum

In the courtyard of the entrance hall, an exhibition will be organized for the sale of goods and products of local manufacturers, samples of folk crafts.

Participants of forum will visit the exhibition before the event.

The form and format of the forum

The investment forum in Khorog will begin with the opening speech of the speakers.

Then, in the business sector, the speakers from the government agencies will present and provide information on investment opportunities in the real sectors of the economy depending on the region.

Representatives of the private sector, including investors and foreign companies, representatives of development partners will provide presentations and information on activities and experiences in various sectors.

After the presentations, the speakers answer the questions of the forum participants.

Participants can express their opinions based on the presentations in the working section.

To further clarify the issues, the parties within the framework of a bilateral face-to-face meeting may hold questions, conversations and negotiations.

The forum provides the opportunity to sign agreements, memorandums of understanding on cooperation or specific agreements on cooperation between entrepreneurs and investors. Preparation of the noted issues is carried out by the organizers of the forum.

The Forum was summed up by the Chairman of the State committee on investment and state property management of the Republic of Tajikistan.The International Investment Forum "Pamirinvest - 2023" will end in the city of  Khorog.

At bilateral face-to-face meetings, entrepreneurs and investors can hold meetings either with heads and representatives of bodies and departments.

In it, the main focus is on establishing business relations between companies, as well as potential investors and suppliers, getting to know more about the working conditions in the fields.

Moderators

Moderators are determined and selected by the State committee on investment and state property management of the Republic of Tajikistan from experts, specialists in the fields or state bodies. Moderators are invited based on recommendation.

Republican and regional mass media will be involved in publishing information, data, and videos.
