Information on the examination system for the recruitment of the civil servants in the Ministry of Foreign Affairs of the Republic of Tajikistan

The legal basis for the examination system for the recruitment of the civil servants in the diplomatic service in the Ministry of Foreign Affairs is the Law of the Republic of Tajikistan “On civil service”. The procedure of recruitment is defined by the “Provision on conducting examinations for the occupation of vacant positions in the administrative and civil service” approved by Order of the President of the Republic of Tajikistan (№ 659) on 20 May 2009.

To ensure the equality for the Tajikistan citizens and other administrative and civil servants, and recruit the highly qualified and talented personnel to the appropriate positions at the Ministry for Foreign Affairs, the recruitment is held in closed and open forms.

Only citizens of the Republic of Tajikistan and other administrative and civil servants, who meet the requirements for the designated positions and the abovementioned Provision, are eligible to apply for the vacant positions and to participate at the examination.

Vacancy announcement can be found in the media, bulletin board and website of the Ministry. The announcement includes the name of the state institution, the list of vacant jobs, salary rate as well as the basic requirements and application deadline.

Interested candidates could apply the following documents within 14 days after vacancy announcement is published:

  1. Letter addressed to the Minister for Foreign Affairs;

2 . Filled application form;

3 . Biography;

4 . Two photos (4.5 x 6.5);

5 . Copy of the passport;

6. Copies of the documents of higher education, training and academic degree (copies of diploma, certificate and etc.);

7. A copy of the work record card (job history);

8. Medical certificate “Form 086” (in accordance with the procedures);

9. Income and property certificate;

10. Police clearance certificate;

11. A copy of the marriage/divorce certificate.

Candidates should have a relevant university degree, know the essentials of international relations and have good conduct of writing the analytical and economic reports. Along with the official language (Tajik), excellent knowledge of Russian and one foreign language (English, German, Chinese, French, Arabic and etc.) is required.

Applicants may additionally submit information about their previous working experience and the level of qualification (copies of diplomas of academic degree, training, a list of scientific articles, references and recommendation). The application and other documents should be submitted before the deadline. Recruitment Commission reviews documents within 5 days after the application deadline, determines accordance of applications with eligible criteria and vacant positions and undertakes decision whether to pass or not the candidates for interview.

The interview is conducted with each candidate individually in order to determine the level of knowledge and professional skills (language skills and etc.) ​​as well as the proficiency in information technologies. In case of necessity, other methods of examination of knowledge and skills (writing papers and testing) can be used. The examination will be conducted in individual and in group forms. In case of absence of the candidate for an interview, he/she will not be allowed to the other stages of the examination.

After passing the interviews, the Recruitment Commission convenes the final meeting and enrolls the best candidates to the designated positions.

A candidate who failed the examination is not eligible to apply again for the same vacancy for the next year.

The applications and the documents of the candidates who did not receive approval for an interview or did not pass the examination can be returned upon the personal request addressed to the Chair of the Recruitment Commission.
