On cooperation of the Republic of Tajikistan with the Russian Federation

Diplomatic relations between the Republic of Tajikistan and the Russian Federation were established on April 8, 1992.

The basis for the development of relations between the Republic of Tajikistan and the Russian Federation is the Protocol on the establishment of diplomatic relations between the two states of April 8, 1992.  

In December 1993, the Embassy of the Republic of Tajikistan in the Russian Federation was opened.

Consulates General of the Republic of Tajikistan operate in Moscow, Saint Petersburg, Ekaterinburg, Ufa and Novosibirsk.  

The Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan to the Russian Federation since December 1, 2021 is Davlatshoh Gulmahmadzoda.

The Embassy of the Russian Federation has been functioning in Dushanbe since May 1992. In 1994, the Consulate General of the Russian Federation was opened in Khujand.

Semyon Vyacheslavovich Grigoriev has been Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Tajikistan since August 16, 2022.

Since 1992, Tajikistan and Russia have concluded more than 320 interstate, intergovernmental and interdepartmental agreements regulating cooperation in political, economic, military-technical, cultural-humanitarian and other areas.   

The basic documents are the Treaty on friendship, cooperation and mutual assistance (May 25, 1993) and the Treaty on allied cooperation between the Republic of Tajikistan and the Russian Federation oriented to the XXI century (April 16, 1999). 

There are regular political contacts at the highest and highest levels.

Tajikistan and Russia maintain regular political contacts at the highest and highest levels.  Bilateral meetings and telephone talks between the President of the Republic of Tajikistan and the President of the Russian Federation took place in 2024, during which key issues of cooperation were discussed, including economy, trade, security and labor migration.

Special attention was given to cooperation between law enforcement agencies and special services in combating terrorism, extremism and transnational crime. Migration issues were discussed at meetings between the President of Tajikistan and the Minister of internal affairs of Russia and the Chairman of the Federation Council.

Cooperation with Russian regions is intensifying, which promotes trade, investment and industrial cooperation. Direct trade and economic cooperation with Tajikistan is carried out by 83 constituent entities of the Russian Federation.

Inter-parliamentary cooperation continues to strengthen, contributing to the development of strategic partnership between Tajikistan and Russia. Since 2006, a standing commission under the Majlisi milli Majlisi Oli of the Republic of Tajikistan on cooperation with the Federation Council of Russia has been operating; meetings are held twice a year.  In 2024, the 13th meeting of the Inter-Parliamentary commission was held in the format of videoconference, as well as a number of high-level meetings, including negotiations of the Chairman of the Upper Chamber of the Parliament of Tajikistan with the Chairman of the Federation Council of Russia and the Chairman of the State Duma of the Russian Federation, during which the issues of deepening and expanding trade-economic and cultural-humanitarian cooperation were discussed.

Russia remains an important trade partner of Tajikistan. In January-October 2024, trade turnover between the countries increased by 19.8%, reaching 1.618 billion US dollars. More than 300 joint ventures with Russian capital operate in the republic and work is underway to expand interregional cooperation.

The Tajik-Russian Intergovernmental commission plays a key role in the development and strengthening of economic and scientific-technical cooperation. Within the framework of the Commission, agreements on economic cooperation until 2027 have been signed, including projects in the fields of economy, trade, industry, education and culture.

Contacts between the foreign ministries of the two countries are ongoing, including regular consultations and coordination of positions on international issues. Ministerial and deputy foreign ministerial talks were held in 2024 to discuss bilateral relations, regional security and cooperation in international organizations.

Cooperation in the sphere of education is regulated by a number of governmental and departmental agreements. Every year the Russian side allocates a quota for Tajik citizens to study in Russian universities. Tajikistan is implementing a project for the participation of Russian teachers to teach Russian-language subjects in Tajik schools.

Cultural ties are strengthened through annual cultural days and exhibitions and fairs.

Military and military-technical cooperation is carried out within the framework of the Tajikistan Armed forces modernization Programme. The Russian military presence remains an important factor of stability in the region, and security cooperation continues within the framework of multilateral organizations.

Tajikistan and Russia actively cooperate on the international platform, primarily within the UN, CIS, SCO, SCO, CSTO, OSCE and CICA.
