Relations of Tajikistan with Belarus

Diplomatic relations between the Republic of Tajikistan and the Republic of Belarus were established on September 5, 1996. 

In 1997, the Embassy of the Republic of Tajikistan was opened in Minsk.

Since March 2011, the Embassy of the Republic of Belarus has been operating in Dushanbe.

The Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan in the Republic of Belarus is Bakhtovar Safarzoda.

The Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus in the Republic of Tajikistan is Victor Alexandrovich Denisenko.

More than 100 treaties and agreements have been signed between the countries, which allow to successfully develop and deepen mutually beneficial cooperation in political, trade and economic, cultural, humanitarian and other spheres.

The basic documents defining the principles of bilateral relations are the Treaty on Friendship and Cooperation between the Republic of Tajikistan and the Republic of Belarus of April 5, 2000, and the Treaty on Strategic Partnership between the Republic of Tajikistan and the Republic of Belarus of June 27, 2009.

Tajik-Belarusian relations at the present stage are characterized by high dynamics. A special role is played by mutual visits of the heads of state. Political contacts at the highest and highest levels are held regularly.

Thus, in May 2018, the President of the Republic of Belarus paid an official visit to the Republic of Tajikistan, and in June 2019 the President of the Republic of Tajikistan paid a return official visit to the Republic of Belarus.

On October 11-12, 2022, President of the Republic of Belarus A. Lukashenko made an official visit to the Republic of Tajikistan. The visit resulted in the signing of a solid package of documents in various areas of engagement, including the Roadmap for bilateral cooperation for 2022-2026 and the Agreement on the mutual trade promotion system. As part of the visit, the Business forum of Tajikistan and Belarus was held in Dushanbe, during which an exhibition of Belarusian goods of more than 60 enterprises of crop and livestock farming, catering and confectionery products, as well as agricultural machinery was held.

The positive dynamics of cooperation between the parliamentarians of the two countries has been noted. Within the framework of the inter-parliamentary Friendship Group, the Majlisi Namoyandagon Majlisi Oli of the Republic of Tajikistan actively cooperates with the House of representatives of the National assembly of the Republic of Belarus. Mutual visits of parliamentary delegations are conducted to participate in events held in the two countries.

Contacts between the foreign ministries are consistently developing - consultations are held between the leadership and structural divisions of the ministries.

On April 13, 2023, in Samarkand, a meeting was held "on the margins" of the meeting of the Council of Foreign Ministers of the CIS. The meeting was attended by the Ministers of Foreign Affairs of the Republic of Tajikistan and the Republic of Belarus. The meeting resulted in the signing of the Plan of Consultations between the Ministries of Foreign Affairs of the two countries for 2023-2024.

Economic interaction between Tajikistan and Belarus is carried out mainly within the framework of the activities of the Tajik-Belarusian intergovernmental commission on trade and economic cooperation, established in 1999, as well as bilateral documents in the trade and economic sphere.

Till today 17 meetings of the Intergovernmental Commission have been held, the last of which was held on June 5, 2024 in Minsk.

The foreign trade turnover in January-December 2024 amounted to 172.5 million dollars. It increased 1.8 times compared to the same period in 2023.    

The priority areas of bilateral cooperation are economy, transportation, agriculture, light and food industry.  

Interregional ties between the two countries are successfully developing and strengthening. Tajikistan actively cooperates with Minsk and Vitebsk regions, the cities of Minsk and Mogilev.

A joint project to create “Friendship Gardens” in Brest and Gomel regions is being implemented, for which more than 12 thousand fruit saplings were delivered from Tajikistan to Belarus.

Belarusian agricultural machinery and equipment are being supplied to Tajikistan.

In Tajikistan, the Belarusian enterprise “Agrotekhservis” operates in the town of Gissar, which assembles Belarusian agricultural machinery and maintains it.

Tajik enterprises are supplied with various brands of Belarusian-made tractors, agricultural machinery, and component parts for the assembly of Belarusian tractors.  In order to strengthen bilateral cooperation in the field of industry and industrial cooperation, 100 non-contact modernized Belarusian trolleybuses were delivered to Dushanbe.

Bilateral cooperation in education is progressively developing. Every year the Belarusian side allocates a quota for Tajik youth to study in Belarusian universities, and currently about 500 citizens of the Republic of Tajikistan are studying there.

Established in May 2018 on the basis of the Tajik Polytechnic University of the Republic of Tajikistan, the joint engineering and technical faculty of the Belarusian National Technical University provides substantial assistance in the training of engineering personnel.

Importance is attached to the development of bilateral cultural and humanitarian relations.  Cultural days are organized in the countries to strengthen cultural ties.

The Republic of Tajikistan and the Republic of Belarus actively cooperate within the framework of international and regional organizations and are consistent supporters of strengthening cooperation within the framework of the United Nations, the OSCE, the CIS and the CSTO.
