On cooperation of the Republic of Tajikistan with the Republic of Azerbaijan

Diplomatic relations between the Republic of Tajikistan and the Republic of Azerbaijan were established on May 29, 1992.

Bilateral relations between the countries are developing in the spirit of mutual respect and partnership.

The Embassy of the Republic of Tajikistan in the Republic of Azerbaijan started its activity on March 23, 2008. 

Ambassadors of the Republic of Tajikistan to the Republic of Azerbaijan were: Zokir Vazirov (2008-2012), Saidzoda Zohir Ozod (2013-2017) and Rustam Soli (2017-2023). Ilhom Abdurahmon has been Ambassador Extraordinary and Plenipotentiary of the Republic of Tajikistan to the Republic of Azerbaijan since July 2023.

The Embassy of the Republic of Azerbaijan has been functioning in Tajikistan since September 22, 2007.

The Ambassadors of the Republic of Azerbaijan to the Republic of Tajikistan were: Magerram Aliyev (2007-2009); Abbasli Hasanov (2009-2017) and Hasan Mammadzad (2018-2021). Alimirzamin Gavvam oglu Askerov has been Ambassador Extraordinary and Plenipotentiary of the Republic of Azerbaijan to the Republic of Tajikistan since August 2021.

 Tajik-Azerbaijani political dialog is consistently developing between the countries.

In the past period, 9 visits (state, official and working) at the level of heads of state (2007, 2012, 2014, 2018, 2022, 2023 and 2024) have taken place.

The state visit of the President of the Republic of Tajikistan to Azerbaijan on May 22-23, 2024 gave an additional impetus to the development of relations between the two countries in the long term. As a result of the visit, 14 documents were signed in political, trade and economic, investment, scientific and technical, cultural and humanitarian spheres. The signing of the Declaration on Strategic Partnership between the Republic of Tajikistan and the Republic of Azerbaijan was an important historical event.

In April 2023, the President of the Republic of Azerbaijan paid a state visit to the Republic of Tajikistan, during which 14 new documents on cooperation were signed. Also, in September 2023, the President of the Republic of Azerbaijan paid a working visit to the Republic of Tajikistan to participate in the Central Asia Summit as a guest of honor.

During the visits, bilateral agreements were signed defining the main directions of Tajik-Azerbaijani relations in political, economic, transit-transport, scientific-technical and humanitarian spheres, oriented towards long-term partnership.

On November 11, 2024, President of the Republic of Tajikistan Emomali Rahmon was on a working visit to Baku to participate in the COP29 Summit. A National Pavilion of the Republic of Tajikistan was established within the framework of the COP29 session to present the global initiatives of the President of Tajikistan Emomali Rahmon on climate change, glacier protection and water resources.

At present, the Tajik-Azerbaijani legal framework includes about 94 agreements of interstate, intergovernmental and interdepartmental nature. The Treaty on Friendship and Cooperation between the Republic of Tajikistan and the Republic of Azerbaijan, signed on 16.03.2007, as well as the Declaration on Strategic Partnership between the Republic of Tajikistan and the Republic of Azerbaijan of May 22, 2024, is the fundamental document determining the strategic course of bilateral relations.

Inter-parliamentary cooperation between the countries is deepening within the framework of the Friendship Group.

The foreign ministries of Tajikistan and Azerbaijan hold consultations on key issues on the bilateral and international agenda.  On May 2, 2024, the next round of political and consular consultations between the Ministries of Foreign Affairs of Tajikistan and Azerbaijan was held in Dushanbe. As a result of the political and consular consultations, a Memorandum of Understanding on Consular Cooperation was signed between the Ministry of Foreign Affairs of the Republic of Tajikistan and the Ministry of Foreign Affairs of the Republic of Azerbaijan.

Trade and economic relations between Tajikistan and Azerbaijan are regulated by a number of intergovernmental agreements.

In September 2023, the International Economic Forum “Dushanbe-Invest 2023” was held in the city of Dushanbe, which was attended by the Prime Minister of the Republic of Azerbaijan.

In May 2024, a Business Forum was held in Baku, which resulted in the signing of 15 Agreements worth $700 million.

The volume of mutual trade turnover between the countries in 2024 amounted to more than 6.5 million US dollars.

The priority areas of economic cooperation between Tajikistan and Azerbaijan are non-ferrous metallurgy, agro-industrial complex, energy, light industry and transport.                            

Cooperation in the field of transport communications and use of transit opportunities of Azerbaijan is a key segment of economic ties between the countries. The main cargo flow of Tajik products is carried out through the Transcaucasus corridor.

Cooperation has been established with oil companies of Azerbaijan in the field of economics and agro-industrial complex.

Direct air service between Dushanbe and Baku has been launched since May 30, 2023.

In 2020, a Trade House of Tajikistan was established in Azerbaijan, whose functions include the realization of Tajik light industry and agricultural products in the Azerbaijani market.

The Intergovernmental Commission on Trade and Economic Cooperation, which held its 7th meeting in December 2024 in Dushanbe, plays an important role in coordinating economic and humanitarian cooperation between our countries.

Interregional cooperation is developing and active interaction between the cities of Khujand and Ganja has been established. In April 2023, a twinning agreement was signed between Isfara city of the Republic of Tajikistan and Shusha city of the Republic of Azerbaijan.

Cultural and humanitarian ties are expanding. The cultures of the peoples of the two countries are close in traditions and way of life. Cultural events such as cultural days, exhibitions and film festivals are held in the countries, which make a significant contribution to the strengthening of intercultural relations. Days of Culture of Tajikistan were held in Baku and Ganja on May 20-23, 2024.

Contacts between higher educational institutions of the two countries are actively developing, the basis of which are agreements between higher educational institutions. At present, more than 74 Tajik students are studying in higher educational institutions of Azerbaijan.

Tajikistan and Azerbaijan are convinced and consistent supporters of expanding and strengthening regional cooperation and speak with one voice on issues of increasing the effectiveness of the UN, OSCE, CIS, OIC, ECO and other international and regional organizations.
